If a person is videoing and/ or taking pictures of illegal activity in and around his neighborhood or community, would that be considered stalking. By no means am I putting anyone in danger.Thanks.

You can NOT stalk an entire neighborhood or community. You can stalk a couple or a single individual. This person is either really nosy or he is using it as evidence to build a case on these people and for them it is simply time for find a new place to do what they are doing.

That is not stalking. Stalking centers around on specific person with the intent of harrassing them for interpresonal purposes.

If you are documenting one person only and no others, then you are possibly profiling. If you do nothing with your documentation after you have compiled a reasonable amount, you might be invading privacy.

If you are taking pictures of them inside their homes, even through windows, it can be an invasion of privacy or peeping Tom.

In some states this is illegal. In some you have to have the consent of anyone you plan on recording either through video or audio unless it is out in public, ie not in their house. Check the leglislation where you live. It might not be under stalking though.

Any way why are you doing this? Blackmail? sounds kind weird to me.

This, like all legal answers, depends in part on what jurisdiction you are in which you failed to mention. However, the answer is Probably not. Stalking statutes usually are focused on repetitive harassing and threatening behavior targeted at a particular individual.
