The standard suffix is -tion. -sion occurs mostly in places where the root word ends in "s" (like impression).

not sure if this is what you're after, but try listening to the sound of the word. -tion makes a "shh" sound when you say it, eg "in-for-may-SHUN" (information) whereas -sion is a harder sound, like the "g" in "genre".
