Your security level setting is too high. If you are using OUtlook or any other program, you need to go into your settings (most likely under options or properties) and make sure that you check the "email" or "attachment" settings. I am surethat one has the option of "not allowing attachments".

1. it depends on what type, you may not have the program to open it.
2. it may be a security setting in outlook.

its more than likely your firewall than is stop you
if you want to open attachment it will always asked you
if you want to or not click OK
