If a 53 year old woman has not had her period in 10 months can she assume she is no longer fertile? At what point is birth control
no longer considered to be necessary?

You should not take chances with this. Go to the doctor and get a hormone test for this.

It's only when you have not had a period for a full year you are in full swing of menopause.

After 10 months so far your in peri-menopause.
