Trick or Treat - sounds like you have great ideas already.
Don't know your budget but the adults might like a lottery scratch off, you know, the $1 ones.
The kids usually love the pencils, the younger ones that is.
The teenagers usually like gum and the cookies too.

well, my sister as it happens we are in the process of making things for treat bags for a halloween parade and party that my sister and her husband are doing.
One of the things we are making that is fun and inexpensive are popcorn hands. You get some of those plastic hands that food workers have to handle food, popcorn and candy corn for the fingernails...... pop your popcorn, put a candy corn in the tip of each finger of the baggie type gloves for fingernails,and then fill up with popcorn and tie a small ribbon on the end to keep it closed then if ya want you can put those plastic spider rings on the ring finger of the popcorn hand, and there ya have it popcorn hands.

The Halloween pencils are a great idea. We always use those. Also the erasers, etc., and small puzzle booklets are great. There are a lot of things you can find pretty cheap at dollar stores that they will enjoy. Also a favorite of the kids is always those wax teeth or lips. Have fun!!!

i would do some wrapped up candy. a pencil and eraser. a cute way to decorate some regular loly pops is to get a white that you arent gonna use any more. cut out little circles and place them over the top of the pops. then with black perminant marker, make faces. you can also have some stickers or little halloween kick nacks that you see just around. try going to the dollar store, they will have lots of little knick knacks and stuff.

Stay away from the razor blades!
What about puzzle books like sudoko or word search, mini ones are cheap at the dollar store.
Burn a bunch of CD's with Halloween music like the monster mash, thriller, etc. Thats cheap, the kids will like it and so will the adults!

I like the small pumpkin idea. It isn't candy, or some noisy toy like a whistle that would drive the parents crazy. Even though it is a birthday party, maybe you can get some poster paints that wash easily and have the kids decorate the pumpkins. You may also consider glow sticks... kids love 'em and they can use them when they are trick or treating

The thing is, children love just teeth-rotting candy, and I'm sure the adults give the same candy to the children. That's definitely all I'm putting in my goodie bags.

Go to a dollar store and buy one or two of those bags with bugs or spiders in them. Unwrap. Slip them into the goodie bags and it'll be a little trick to go with the treats!
