Looking to make a Mew Ichigo costume, any tips? Keep in mind I'm on a tight budget and haven't got all that much sewing skill, so something not too complicated would be good! Thanks!

Check out Goodwill or Savers or whatever major thrift store you have in your area. I've done that over the years for cosplays, and it's always worked out great for me. Ask your friends if any of them know how to sew, and if they will help you or teach you. (Or maybe a home ec teacher or if you're in college, ask a fashion design student for tips.)
I went as Card Captor Sakura for Ushicon 1 with friends, and I ended up making it by finding this butt-ugly early 90's old-lady "sailor style" dress, and modified it. (That's where the sewing comes in.)
Hot glue guns are your friends, by the way.
You can make small details, like "decorations" with felt and markers. Jewelry can also come from cheap thift stores.
(I just looked up a pic of Mew Ichigo) The hair, you could always dye it and get it cut if you're real hard core (^_^), but you can get a wig like that at almost any costume shop for 15 or less bucks. Since it's near Halloween, you should be able to get one pretty eaisly. There's also sites online you can check out.
With the boots, you could get a pair of tennis shoes, and use pink vinal to make the long "legging" parts of the shoes, then paint the shoes.
The little garter on the pic (I'll link to the pic I used for reference at the bottom) you could make with those thick fancy ribbon they sell at fabric stores (you know, like the ones on fancy Xmas gifts). Same with the arm bands.
Check around fabric stores for sales and stuff on clearence. It helps.

but why would you wanna wear a dress? i mean if i was a boy then i wouldn't wear a dress ! all tough it would be funny! if you gonna do it then take some pics of yourself and show them to me please
