What steps would have to be taken to reform government and do away with the spoils system?

Well, first of all, people would have to have a sense of service and genuine patriotism (as opposed to Bush Administration patriotism); they would also have to be independently wealthy so that they didn't owe anybody anything; the Democratic and Republican parties would have to be dismantled because they're both up to their eyeballs in it............Enough speculation.....to add a personal note: I think about the same thing. Like how I wish I could go into politics and be different and clean up all the messes but alas, I know it's only a pipe dream. Thanks for caring about this mess our country is in.
