Actually, Mendeleev arranged the elements in the periodic table in increasing atomic mass but he found out that some element in the column are not correct so he exempt some elements and break his own arrangement...

Mendeleev did not have a working model of quantum mechanics and electron configurations. He grouped elements into 8 different columns based on measurable properties of the elements (density) and their derivatives (density, melting point, stoichiometry and specific heat of oxides). He was so accurate in his groupings that he was able to successfully predict the properties of elements that had yet to be discovered.

Both of these guys are wrong, Mendeleev arranged it by atomic mass,

Mosely arranged it by atomic number.

groups are arragned in valance electrons/ how the atoms behave, rows are arranged by increasing valence electrons and number of protons
