Hi, i need to find a instrument or machine that can measure the oscillations of something fast like a propeler or a fan.. THNZ!!!!!!!!!!!!!!!!!!1

You can use an oscilloscope with a microphone and look at the sound waveform, or have the blade interrupt a light beam and look at that waveform. A fast counter can count light pulses. You can use a stroboscope and adjust its frequency until the blade looks like it is standing still. You can compare the sound by ear to the sound of a known frequency from an audio oscillator or a musical instrument.

Try to find a stroboscope (or "strobe"), the kind that flashes at a rate that is displayed and that you can control. Then you need to adjust the rate of the strobe so that when it illuminates the rotating object it appears to stop rotating. When you get this rate you know that an integer number of blade passages are occurring at the flash rate. The highest flash rate that stops the action is one flash per blade passage; lower flash rates will correspond to two or more blade passages per flash.
