Can velocity ever be zero while acceleration is not zero?
2. Can velocity be constant while speed varies?
3. Can velocity reverse direction while accleration is constant?

1) Yes...Just as you are reversing velocity is zero but you are accelerating.
2) No...The inverse is possible...Think orbit.
3) Yes...Throw a ball directly up in the air.
4) Yes... Even though acceleration is decreasing, if it is still positive thus an increase in velocity/speed.

(1) Rate of change of velocity is acceleration. Therefore when velocity is zero, acceleration is also zero. Even when an object is thrown straight up, at the highest point, velocity goes to zero and acceleration changes from -9.8m/sec2 to 9.8m/sec 2 but goes through 0 acceleration for an instantaneous time.
(2), the difference between velocity and speed is that, velocity is a vector quantity whereas speed is a scalar. When velocity changes, the speed will change.
(3) Velocity cannot reverse direction without changing the acceleration. This is because, acceleration is rate of change of velocity.
(4) Speed cannot decrease while acceleration decreases, since rate of change of velocity is acceleration and rate of change of displacement is velocity, acceleration is the second derivative of displacement with time.

Velocity can not be defined without speed because velocity is really just somethings speed in a given direction so by saying that a car is driving 70 mph we are given speed, but saying a car is driving 70 mph due north, we've just given its velocity
Velocity can easily be zero while acceleration is not zero. If someone is jumping back and forth between two points they are increasing speed forward and backward but keep returning to the same point and therefore have no velocity.
Velocity can not be constant while speed varies because as I stated earlier velocity is simply an objects speed in a given direction, the velocity would change with the speed.
If an object is moving at an acceleration on 9.8 mph in one direction and starts to turn without changing its acceleration than it has changed velocity without changing acceleration.
The speed of a given object will continue to accelerate until the acceleration rate has reached zero. So, if an object is accelerating at 10 mph, it will increase speed at the lesser rates until it reaches zero acceleration.
