I have a video cd that I want to copy onto a dvd-r. is this possible?

Yes, but the real question is why would you want to? You will need a DVD burner as well as a DVD burning software. The software is the easy part. If you don't mind spending money, you can try Nero Burning ROM. If you are on a tight budget, you can try DeepBurner, which is free. You can find these two programs, and many more, at: http://www.filehippo.com/software/dvd/

As for a DVD burner, you can purchase a decent DVD drive for about $30.00 at newegg.com.

Yes, with appropriate software.

Best way is copy to HD, convert, copy to DVD.
