Andrés Segovia (1893-1987) is considered to be the father of the modern classical gutiar movement by most modern scholars. Many feel, that without his efforts, the classical guitar would still be considered a lowly bar instrument, played only by peasants.

So many types of playing to choose from... on a purely technical level, I'd say Shawn Lane and Al Di Meola are guitarists no one can really emulate. While music is a subjective thing, I'd put my money on those two if there were a notechurning contest :)
Also, Bumblefoot is amazing technically. Infact, he is impossible.

Joe Satriani. There is a reason he taught Steve Vai, Kirk Hammett (Metallica), Larry LaLonde (Primus), David Bryson (Counting Crows), and jazz fusion player Charlie Hunter.

Craig Chaquico might be in this category. He was a guitarist for Starship and now has launched a very successful solo career in the Jazz space.

I would have to say Jimi Hendrix because he is my favorite, but with the most skill, i will say Peter Frampton. He tought many guitar players to make there guitar talk, like Eddie Van Halen. Him and Eric Clapton learned to make their guitar talk together.
