Have your girlfriend try some Aloe or use Hydrocortisone creme 1% if, the rash is really bad.

This is normal in the beginning. One of my ex girlfriends actually waxed hers off and found that after time there was no itching or ingrown hairs because the more she waxed the more the hair follicles were removed.
But I'm sure it hurts.....!

Witch Hazel stops itching, but when the public hair grow back it's going to itch. She has two options: she can let it grow out and stand the itching, or she can keep cutting it.
