I tried pylometrics and i did it right(i think) and it brought my jumping DOWN. It didnt stay the same it went down. Is there a certain amount of time i have to wait

were you referring to plyometrics?
the very basics of that is the sudden transition from a shortening to a lengthening contraction of major muscle groups.for example if you jump forward from a platform,as soon as you land on the floor,jump back up to the platform,that way your quadriceps or your leg muscles have had a bout of both shortening and lengthening contractions.
