Unless there has been a modification to the intake or exhaust, I cant see why he might suggest that the carb be re jetted. Re jetting is a procedure the make corrections to the air to fuel ratio. There can be up to five fuel circuits in a carb. These are there to keep the fuel ratio appropriate to different RPM ranges. If an aftermarket exhaust has been fitted to the motorcycle, there are a few companies the sell a kit to increase the amount of fuel getting into the engine because it will normal be lean with this modification. If you don't re jet the carb, you will see the exhaust pipe turning blue from too much heat because of a lean running engine. If it runs too lean then you can also melt the piston, though I'm sure it's not that bad in this case. If your handy with tools and can work without any distractions and remember what goes where, you can do it. It's not rocket science. Clear instructions are supplied with the kits. Good Luck.

Rich means there is too much fuel in the fuel/air ration and combustion is incomplete, indicated by black sooty deposits on the spark plugs. These deposits can become baked onto the valves and plugs and become hot enough to cause pre-detonation and upset the ignition timing. Lean means there is too much air and your engine is not running at peak efficiency.

RICH means that too much fuel is entering the engine, LEAN means not enough fuel is entering the engine. The correct fuel to air ratio is approximitly 15 parts air to 1 part gasoline (measured by weight).. if there is more than 15 parts air to 1 part fuel, ou are LEAN, If there is less than 15 parts air to one part fuel you are RICH.
A richly running engine will turn clean spark plugs black, A lean running engine will turn spark plugs white( so long as engine is not burning excessive amounts of oil)..TAN spark plugs indicate proper air / fuel ratio..

Rich and Lean refer to the fuel/air mixture that the carburetor makes.
Rich refers to relatively more fuel to air in the ratio, while lean refers to relatively less fuel in the ratio.

Correct burn is the ideal Hydrocarbon to air mixture of 14 parts air to one part fuel. All fires consume hydrocarbon and air. Rich mixture air to fuel will be less than 14 to one, then to rich to burn 9 to one. Lean air fuel mixture would be more than 14 parts of air to one part fuel to no burn at 18 parts of air to fuel. A small window of burnable air to fuel of 10 to 1 rich to 17 to 1 lean
