I bought this 400cc CBR from a friend. He purchased the bike in Michigan with a title, but never changed it to his name. In his move to Florida he lost the title and does not know the last owners name. I contacted the state of Michigan and they say I don't have a good VIN. number, but this Jap. bike only has a 11 digits. When I went to the DMV here, the little fat lady said they can't do anything for me and called for the next person in line.
Somebody help me!

You are probably screwed.
Everything since 1980 has had 17digit VIN.
The CBR400RR is mid 90's bike
Does it have frame plate?
If its Japanese it will start
J******(year number or letter)*********
in 3 groups.
Country of origin, (J)= Japan
Manufacturer (HO)=Honda
type (motorcyle)= a number, 1~9
8th digit or letter is year
production number, usually starting with 100,000
2000 is usually K,
2001 is 1
letters not used are I, O, Q, Z as far as I can remember
I dont remember the exact classification Honda use but this is the general outline for all vehicles

In Illinois you can apply for a lost title, assuming you have a legal Bill of Sale and transfer of ownership. Some motorcycles, lawn mowers, tractors and specialty equipment (especially those purchased on the grey market) have a Bill of Origin and not a title. Most DMVs are known for being rude. There are places that specialize in title work. Sometimes people will apply for a title in a nearby state with flexible rules( through a friend, relative, etc.. ) and then sell the unit back and register it in their own state thereby "washing" or "cleaning" the title. This was done in the salvage business and people would get screwed. This is why companies like carfax exist.
