People have certain needs in a primitive society.
Water, food, wood.
Mountains and hills that produce streams and rivers in the valleys.
The streams and rivers eventually (usually) empty into a larger body of water (lake, sea, ocean)
Living in or near a valley or a coastal region give you ready access to water (necessary) and food (fish).
If there is water there are animals coming to drink the water.
So, that brings in other sources of food.
Also, a forest provides a source of building materials and for fire for cooking and to help keep away the lions, tigers and bears.

I would image people are not going to go over steep mountain ranges, however they would want to stay at the base of one animals for food above, settlers would want to be near water, also have shelter from the weather, a forest is better than the desert

People tend to live in areas of natural water sources and sometimes where there are natural barriers (mountains, oceans, etc.) to "protect" their civilizations. Climate is also a major factor.
