"Turn up the TV" = "increase the volume on the TV"
"Turn up the radio" = "increase the volume on the radio"
also, "Turn the TV up," and "Turn the radio up"

"Turn down the TV" = "decrease the volume on the TV"
"Turn down the radio" = "decrease the volume on the radio"
also "Turn the TV down," and "Turn the radio down."


By the way, you can also "turn down the sheets," which means to fold the bedclothes on a bed in such a way as to make the bed appear inviting to someone who is preparing to get in bed and go to sleep.
