The Barbary War -- the first American war against Libya -- was the first war waged by the United States outside national boundaries after gaining independence and unification of the country.

In a nutshell, the U.S., and other nations, paid a tribute or bribe to the leaders of the Barbary States (along the Mediterranean coast of North Africa) to keep pirates from attacking their ships. Jefferson was tired of continually paying this bribe. The Bey of Tripoli declared war on the US and Jefferson sent forces to defend American ships. This is where "to the shores of Tripoli" comes from in the Marine Corps Hymm.
