Should a consultant charge a sales tax for consulting services rendered and pay to the state?

in some states service's are taxed ,check with your states dept of revenue

It is definitely depending on your state, county and city. Even if there is no state sales tax on non-tangible goods, there might still be local tax.

There is no sale. You are getting paid for services and pay income tax.
