when I turn on my computer but the monitor doesn't turn on and my computer emits a strange beeping sound? I've been having hard drive troubles with this computer and just turned it on for the first time in months.

The "strange beeping" is a "post" code.
It is the BIOS telling you something is wrong, and that it can not start the system. Since your monitor does not come on, it may be a loose connection or bad video card (or chip on "on-board" units). It could also be something else such as a bad RAM or control chip.
Have a reputable shop test the system. (They should have a "reader" card they can plug in that will output an error code they can then look up.)

Regarding HD troubles. suggest that you:
1. make EXTERNAL backups of any files you want to keep.
2. replace the drive.
3. if drive is still under warranty, contact manufacturer for repair or replacement and use the returned unit as a "spare" or second drive. (Quality drives have fairly LONG warranties! I have had drives replaced FREE after over 4 years!)

Open the computer, unplug your hard drive. Turn on the computer to see if you get any video on the monitor. If you do, then hard drive is the culprit.

It means one of three things.

1. Your bios battery has run down and you need to go to your bios set up screen to set up your system. (most probable for an older system that has been idle)

2. Your video card has become loose and needs to be removed and reseated.

or

3. Your memory has become loose and needs to be removed and reseated.

Good Luck

You must have a bad hardware device? Did you touch or upgrade anything in your pc recently?

if you have built in speakers in your hard drive then it could be a ram issue. if you don't then it is probably a bad hard drive.
