try starting a website with a couple of shows or news or whatever you want, once you get some popularity, try getting some comercials or sponsors, i did this with high school sports and was able to make some money and get some air time on a local channel, but you're gonna have to work a lot harder if you want your own tv station

"To make money you need money"
If you really want to and are willing to make nothing for a long time, look for an area where you can start that has i.e. few hispanic stations and there is plenty of hispanics and start a spanish station. that is an example ofcourse.
I would also look into learning about the TV market and find out how to get on the air first. Books are the best way to start. It takes alot of WORK and it is NOT easy.

You need money, loads of it..tons of research.. oh and a very expensive licence..
Still got what it takes.. if so you GO for it..We'll be root-tootin' for you..

Raise £50m and buy a license and then another £100m for programming and content.
