Unless it specifically states on the cover in writing that said recipe instructions are inside, it isn't considered false advertising, even though I agree it's misleading. All the book promises is that it's a 'cook book' and as long as it contains recipes inside that teach you how to cook, they have fulfilled their end of the obligation.

Take it back to the store (or send it back). Most places will take books back. Good luck!

Not unless the picture was captioned with some sort of comment like "The recipe for this item can be found in this cookbook!". Showing a picture and making a claim are very different.
