CS2 won't do it neither. Bundled with CS2 is web ready software called ImageReady, which allows for .gif animation.

Why do you need photoshop elements to do animation with photoshop? Adobe Photoshop CS2 come with image ready wich has a animation shop built into it. Or just use Image Ready.

In Image Ready..

Hit ( At The Top Menu ) Window
Then goto Animation and the animation box will load.

I have both & have used both. They are about the same. In Photoshop Elements 4 a few things are moved around so if you used 2 a lot, it'll take you awhile to find them & figure things out. There is a new blemish remover which works great on faces. It doesn't appear to be dumbed down, just some new additions.
