its a layer that allows only certain things to pass through it.

In a cell, it's the membranes that surround the cell and organelles.

it means that the layer only lets in what it needs but not what it does not need. Like the cell membrance it is selectiveily permeable which means it only lets in certain things the cell needs to survive and nothing else.
