Arnie used to be the best, then there was Sylvester Stallone, then Steven Segal, then Van-Damme, Bruce Willis(even Dolph Lungren had a go at action films - if you realy can include He-man in that - after rocky 4)

these days it is Jackie Chan, Jet Li, Yow Chun Fat, The Rock, etc

batman - even though he doesn't have super powers and is the best ever hero - is kind of a a cheat answer but is my favourite
