you have a Limited account. Either get your parents--or whoever is the administrators password---OR.......

Restart your computer.
Beforeyour main screen(black screen in the beginning)press F8.
Choose to go into safe mode.
when you are there, choose to create a new account.
make another account, and set is as computer administrator.
Restart your computer again.
Go to the sign in screen.
Go into the new account that you have just made.

*in the new account*
Start. Control Panel. User accounts.

Go under YOUR NORMAL, everyday account. Make it so you are computer administrator.

Sign off. Restart.

Sign in again under your everyday account.
Go to Start, Control Panel, User accounts.

Delete the "fake" account that you made in safe mode.

Congrats!!! you are now computer administrator. Without the administrator knowing...

If you want to be really bad you can also change their account to Limited....

If you are not the main person on the computer, you have to get the main person who setup all the users on your computer to login and than download it and install it. Because you do not have the ability to install applications because you are the not the administrator. It might be your dad, your brother, your sister, or whoever setup the users on your computer, they are the only ones who can download and install programs on the computer.

You're not a local admin on your machine. Therefore you can't install software.

If it's a work machine, you're not going to be able to change that.
