"The achievements of diplomats are in the long run more decisive than the achievements of generals."

Question

I have to assess the validity of this generalization for the U.S. in the period 1800-1825. So Im pretty sure I could include the purchase of the Louisiana Territory in this essay because Jefferson expanded the military before he bought the land to intimidate Napoleon. So, the diploats do make more decisive achievements but they need the help of the military to carry out those achievements. Am I on the right track?

You also need to include the War of 1812, which accomplished little enough at first blush, but brought psychological benefits to Americans.
