I can definitely believe that something that stupid is a law. There are many laws that no longer (if they ever really did) serve a legitimate purpose. They are usually still laws because no-one remembered to take them off the books when they no longer served a valid purpose. For example, one that I recently discovered was that if you are making hard apple cider, you cannot legally make it more than 7.5% alcohol, or the ATF can throw you in prison. If you use a total of 10% ingredients other than apples (like 10% strawberries, beer malt, or even onions), you can make it as high alcohol as you want short of distilling it(there are strains of brewer's yeast out there now that will create over 20% alcohol). This particular law goes back to the days of Prohibition, and although it is no longer needed, it is still in effect. Another example that is even funnier is in some state (I don't remember which one), it is illegal for people to wear a hat that scares a timid person. How's that for a stupid law? People have actually taken the time to make books listing some of the funnier stupid laws. I've seen a few.

You may be surprised to find that is very important. The blind have special traffic considerations (like crossing a street at any time, even across a red light). The white cane is an international symbol of blindness, so the drivers have to stop, just as they need to for any red light.
So a white cane has special powers. The law is in place to keep people from misusing those powers. Similarly, it is illegal to have a siren or flashing red or blue lights on your car.

Amazing what is or is not made into laws. I believe the reasoning behind the "white Cane" is to signify the user is blind. There are probably other states with similar thoughts.

90% of the laws on the books in this country are obsolete and should be tossed. In some state there is a law that requires a motorist, on approaching an intersection, to stop his car and fire his pistol three times into the air. I think this thing is still in effect. It dates from the first days of the automobile when almost all traffic was horse-drawn buggies and wagons.

Yeah, I can believe it. If you have a white cane people (drivers) are gonna think you're blind, and that causes problems if you're not.

Well in Oklahoma City, it is illegal to eat a hamburger while walking backwards in front of a police station.
In Stratford Oklahoma, you can have no dancing downtown. none!
