Is this a pop up that repeatedly pops up after you have left the site, cos if this is the case, you probably have a cookie implanted in your computer. Just dump your cookies by right clicking start and left clicking explore. A yellow menu will appear. Without having to expand any of the menus you will see one that says cookies click it and all the cookies in your computer will appear on the largest box on the screen. Highlighting them is the quickest way to delete them if there are a large amount by placing your cursor outside of them and clicking and dragging over a heap of them. The only one you can't delete is the index one. You also need to configure your browser for better safety against third party cookies like that, I suggest you download Mozilla Firefox if you don't already have it. Then when you have it set up go to tools and then options and security. Set your cookies for the originating website only and then set firefox to dump them when you close the browser. Also you can set it so that Firefox dumps your personal information when it is closed. Internet Explorer is just not safe to use. Most if not all computer professionals agree that it is extremely insecure. The new version that is in Beta production is still up in the air as to how good it is.

You have got a spyware that advertises spyware and it will never go away. Get hijackthis, it is a free spyware and virus search tool that will help you clean out your computer. Download from:

let it run scan, delete the problems it finds and you will be set. hope this helps, spyware is the worst, annoying, and it slows down your computer.
