I own a 2000 Chevy Express Cargo Van and when ever it rains, it just will not start. The headlights are always dim when I'm driving and my two tail lights go out when I press the brakes. The center top light is the only brake light that is working.

You have a bad tail light ground. The starting problem is bad ignition wires. Do a tune up . Put in new plugs and wires.
You may need to buy a couple of taillight bulb sockets.
I just fixed the same problem. The bulb socket ground corroded away inside the socket. You can buy them at Advance Auto, Auto zone , pep boys, etc.

short or a blown fuse and cover the front of it when possible when it's going to rain, it's definitely electrical.

definently electric probly a bad ground

could be a cracked spark plug wire...this often can be fixed by using hair spray to dry them....honest!

check distributor cap for cracks and replace plugwires

sounds like a bad wire .. check ignition wires..
