Either you are holdiong in the button too long,
or
you are restarting instead of shutting down
or
you own an e-machines,
their start button wears out.

More then likely a setting in the bios. Go into your bios and check the power managment settings. If you see something in there about auto power on or something like it, make sure its off.

Mine used to do that once in a while..... it was a dirty on-off switch. You might want to get some canned air and blow out your case.... dust gets in there and causes problems.....
