Just go to a place like Lowe's that has an end of season sale and buy whatever is really cheap. In fact they sometimes have ones that are so dried out they are planning to just throw them out - maybe if you asked you could get some of those for free and try reviving them with a lot of watering. You can't get cheaper than that.

Get a bunch of fall-planting bulbs and plant them in bowls for winter color (probably 10 for $5)

if you buy something like a spider plant it will have a bunch of hanging plantlets that you can cut off and plant by themselves so you now have more plants for the same expenditure.

go to your local craft store and get an artificial plant. You cant kill them, and they look very real and very nice. I have had a ficus tree, it was really nice in the corner of my living room. The only thing is it kept falling over. My friend put a heavy rock in hers and it never fell over and it looked very nice.
