No, he is "il". You would refer to him as "Mr. Kim", because Kim is the family name. JONG IL is what we refer to as his first name, or given name. If your name is John Smith if you were Korean it would be Smith John.
I think Kim Jong Il is a spoiled bellicose brat looking for attention. I guess you could say he is somewhat off his rocker, just like George Bush.
