how much thick a tempered glass has to be to resist the weight of a person, I am designing a glass floor and stairs, that is why I wonder if tempered glass can resist human weight, because normal glass do not resist that, right?

Tempered glass is very strong. But like any building material you need to know the span and "dynamic" force. 1/4" tempered glass will make good stairs, but most codes will require lamination as well since dropping an object (such as a bottle of wine) on the edge of tempered glass will cause it to shatter.

"for regular use as pedestrian area is usually at least a 4-layer composite glass"

How thick is the glass is going to be? Remember the thicker the glass the better resist human weight.

As long as you just put food and beverage items in there, the shelves are designed to hold everything you could stuff in it. It should say some where in the owners manual.
