Well, it depends on where you live.
If you live someplace where it is cold, it definitely has to be a costume that covers your face because your winter jacket may cover your costume.
If it's some where warm.... you could wear just about anything.
I always liked to wear a mask of someone famous. If you were a president mask like Richard Nixon you could go around saying, "I am not a crook!" Or if you had some rappers mask, you could go around rapping their lyrics. That's fun.
Clowns can be fun. You can run around acting goofy and no one complains, they just laugh.
I was a vampire more than once.

A very economical, but telling, costume is to put all of your clothes on backward. Get or borrow a wig of long hair and put it on backward. Put a full face mask on the back of your head. You will be surprised how many people don't realize they are talking to the back of your head until they look down and see your shoes.
