My picks would be Barbados or Trinidad and Tobago- civilised Carribean islands.
Cuba is worth a mention- it beats USA for your three criteria and has 30% black population. Low (but fair) wealth and totalitarian regime are downsides.
In Africa Gabon is probably best. Oil rich, not over populated and less corrupt than other places.

My wife's uncle has just emigrated to Tanzania.
Assuming you are American, that's in Africa, you know, the big continent to the east of Brazil......across the Atlanti...forget it.
No, I don't know of such a country.

unfortunately, there isn't such a country. Namibia might be the closest to what you describe.
