Probably two. You have to cut the puff-piece off the 16 butts and just use the tobacco part, so that shortens them each by about 1/2. Thus, you need 8 butts for one cigarette instead of 4. I'm not a smoker but there's my guess.

None....because even though you could use the tobacco from the used butts you still don't have paper to roll it in, and you're broke so you can't buy any.
