I think that the idea of contacting the vendor is an excellent one. Who did you buy if from, and where? Is your warranty still valid?

Clearly you have another computer, or at least can borrow one so you should be able to download the missing .dll file, but I would suggest that you try the original Windows XP install CDs that you should have with your computer at home.

The previous responders may mean well, but it is better to get the required .dll from the install CD so that it will be exactly the same, and fill the exact same position on the hard drive's memory.

Suggestion 1
This site is run by Dell and addresses your exact problem: http://forum.us.dell.com/supportforums/board/message?board.id=sw_winxp&message.id=145477
Total crash with error message missing windowsroot>system\32hal.dll
According to the answer the .dll can be found and downloaded from your Windows XP Install Disk, so Internet downloads aren't needed. You need to use the recovery utility so it will repair itself and that should come up when you load the CD and boot the computer.

The response continues with the instructions so I won't waste space repeating them here. You might want to call technical support and have them walk you through the process.

Once you finish I would look at the second answer and run those scans just to make sure that you didn't have the same problem as the first person did.

Suggestion 2
How to Fix Computers.com: http://www.howtofixcomputers.com/bb/ftopic135041.html
Offers a solution to the same problem.
They suggest you go to this FAQ: http://xphelpandsupport.mvps.org/how_do_i_repair_a_missing_or_cor.htm
And it seems to be a similar procedure.
If you don't have the recovery console on your install CDs then you will have to go to Bootdisk.com
Go to this website: http://www.bootdisk.com./popfiles.htm
and get the Custom XP Fresh Install Bootdisk, if you have a floppy drive. Then you can download the floppy version of the bootable XP install and use that to transfer the Repair Console, this will cost $4.00.

I think that you should have enough on your Windows install CD to do the job yourself, with guidance from my first suggestion, in this answer. If you do not feel comfortable doing it by yourself then you should call the technical support for your computer.

This problem seems to be a common one so you could take it to a dealer and get them to do the repair. It will cost you more, but you will also be paying for the peace of mind. Best Buy, Frys, Comp USA, etc. should have a repair department that can help you and it shouldn't take more than a couple of hours to complete.
