this started after a new update that I can't find to get rid of

I've had this same problem.
It may not have been the update. Have you added any new hardware lately? Such as a harddisk, cd drive, RAM, or a PCI card?
Remove it if so. and then try shutting it down.
If that does not work You will probably need to format your computer and reinstall windows. Or just reinstall a fresh copy of windows over the top.

Start with a "System Restore" under Accessories on the All Programs menu.
