It totally depends on the state. I just came home from getting my learners permit so here's some things that I hope will help you.
Go to your DMV and get one of their special booklets that will tell you everything you need to know. Also, try googling your state's DMV website and (mine does) it should have a practice test for you.
I'm not sure what state you live in, but here's an example of how things vary from state to state:
In Virginia you have to be 151/2 to get a learner's permit.
In Nebraska you can get your learner's on your 15th b-day.
