You could get it off limewire illegally probably.
www.limewire.com download the program then search photoshop in the programs subject. (*warning* lots of porn search results so don't download them since they probably have viruses and that's bad anyways. that's why i dont use limewire)

if u r looking for Adobe Photoshop, u cant get a legal copy for free unless someone who is kind enough buy one for u ;)
but as some others have mentioned u can use a free alternative software

There are free alternatives like PhotoFiltre and Gimpshop. Gimpshop is a PS clone with different tool names.

GIMP is the free alternative to PhotoShop. It has pretty much as much power, with 0% of the cost.
