After the end of the financial year, all tax queries will be dealt with by Inland Revenue. If he paid too much tax he will be entitled to a rebate. I believe you have 5 years in which to claim it (rather than 6 as someone else said), but he's currently well within that, whichever of us is right!
Find his most recent P45 or P60. Find the tax office code from it. Put it into this website: http://www.hmrc.gov.uk/local/individuals/index.htm and it'll give you the contact details. Send off all P45s and P60s to the address, and you'll receive them back in a few days. Payment should arrive within 4 weeks or so.

if they have taken tax out of his wages then he may get a rebate. However, this is only likely if he has been paying emergency tax. Otherwise he will probably not. His employers will have sorted it out correctly.
Also, he would not get a rebate until april 2007- the new tax year. He may then recieve a rebate from the tax office in the form of a cheque.
Also, if he has been paying a higer rate of tax he may get a few tax free months- i.e not charged tax on his wages for a while.
But 15 months later? there is something not quite right there. Are his employers taking the tax out of his wages? If not, they are breaking the law. If they are, then it is probably correct by now as the tax office will have sorted it out without the need for a p45. He should have got a p60 in april 2006 from his employers which shows your earnings for the year and tax paid, if he didn't- something is wrong.

No - unless he has been on emergency tax all this time (week 1 month 1 basis) which is unlikely. Usually in the absence of a P45 your employer will ask you to complete a P46 to get you onto the correct tax code.

yup, give 10points to scarlet, couldnt have explained it better meself.
there is also the possibility that his new boss has been less than honest with the taxman which would put him in a terrible position. i took an extra evening job and worked for 8months without getting a penny off me in tax, a few months after i left i heard the owner was in a spot of bother. oops!

tax office should have sorted his tax within a couple of months and given him a rebate if one was due - if still not sure get him to phone local tax office - claims are valid for up to 6 years

Perhaps -it depends waht tax code bhe is on. He sould go to the local tax office and ask - most towns have one.
