i know some games only work on xp and i only have 2000, and keep the prices reasonable(under$35)

Command and Conquer: The First Decade is a collection of all of the command and conquer games. They all should work with Windows 2000, and is $30. The Command and Conquer games are by FAR the best made RTS games out there. Age of Empires 2 is a close second (that with the expansion is about $25-$30). This is more of an empire building game with battles than a pure war RTS like C & C. Both are great choices.

I would recommend Age of Empires III or the Total War series.
