Bobbi Brown has some great products. bobbibrowncosmetics.com
You need feather light coverage- or just moisturize well and brush on a powder (skipping the foundation all together).
You should go to the cosmetic counters at your local mall to sample the products before you buy.
Origins also has some nice light coverage products. And clinique too.

I mix my foundation half & half w/moisturizer. If goes on translucent & does not hide the freckles. It's also good because fair skin tends to be drier...

I also have freckles that I like to show off. However I have not found anything that does not cover them up to some degree.

Benefits do a tinted moisturiser called 'YouRebel'. I found it to be great, it adapts to your skin colour. Its a good all year one......and it has an SPF15.
Sold at Boots, Debenhams and any other large department store.
