because there is no paticular answer to that question an example how longs that repair man going to take and i would say how longs a peice of string meaning theres no time scale on it

A piece of string could be any length. There is, therefore, no single correct answer to the question. So whenever there is another question to which there is no one coreect answer people will say "How long is a piece of string?" to show that they feel that there is no one right answer to the question

Because you cannot answer this question because a piece of string could be any length. In other words they don't know the answer to the question you are asking.
