When the kid was able to have a job and pay their own cell phone bill. Prepaid, that is...

I would never give a kid a phone. Pay for it yourself.

It's not the age really, it's the level of maturity. If you have an out of control, mean, obnoxious, unresponsible 16 year old, it doesn't mean they are any better than a 9 year old kid who is well behaved just because of the numbers to have a cell phone. Also, if you want a really really young child to have a cell phone for emergencies only you would probably want to make sure the child knows what you mean first & can use it properly. I got my first cell phone when I was 10. I don't know if that was the appropriate time because I am in High School and I still have some friends that dont own there own cell phone. But then, some of my friends got there phones in 2nd and 3rd grade. I have a better phone, and its a camera phone, and as long as I pay for half of it I can keep it. I hope this helped :)

I think that a kid should be about 12/13 before they get a cell phone. This is because nowadays this is the age that they are going out with friends and you will need to keep in contact with them.

Nowadays kids are getting phones in 3rd grade which is absolutely STUPID! No kid in 3rd grade needs a cellphone! They have nowhere to go! I think there is no age that someone should get a phone. And it does not depend on maturity! A cellphone is to keep in contact with people for emergencies or etc. I got a cellphone in 6th grade because I had to walk home and I started going to school dances and stuff like that. The only reason to get a cellphone is if both of your parents work and maybe you need to walk or maybe your parents are divorced and one is irresponsible and they may not show up to pick you up from school and you will have to call the other parent. And if someone sends their kid to the mall by themselves or something they should also get a phone. I think kids should only get phones when they need them to keep in touch with parents. I mean the youngest is probably like 5th grade because then some kids start to actually go places and need to be in contact.

The age of the kid could range from 9 to 39. I don't think you can absolutely set a specific age.
I do think that it is a decision that should be based on the maturity of the kid, the environment where they live (LARGE CITY WHERE THEY HAVE TO WALK TO SCHOOL), and how absolutely necessary it is.
And with restrictions built in. (No talking or textmessaging in school) This is to be used for necessary communications only. Not for burning minutes to someone you have just seen for 2 hours. If it is important, call on the landline when you get home.
