It means that you are a double Pisces (if you're moon is also in Pisces, then you would be a triple Pisces). The rising sign is how others see you because this is the personality that you project. Thus, others will see you as a Pisces. The following excerpt was taken from astrology.com:

If you tell that to anyone who's not into astrology, they will decide that you spend too much time studying astrology.
