There are several ways of doing it - quicktime, windows media, youtube etc etc. But personally i think that the most efficient way of doing it is encode the mpeg as an flv using flash - it will allow you to choose a player (or customise your own) and publish the html for you at the end. Sites such as youtube use flash technology to display the video - so it gives you an idea of the quality you can achieve - but doing it yourself in flash is a lot more flexible for those that want "the professional touch".

upload mpeg into YouTube or google videos and use the html script they provide for displaying the video. Embed the script in your html.
