turn the percent into a fraction and then turn the fraction into a ratio for EX:25% turns into 25/100 simplified as 1/4 then turn that into 1:4 or 1 out of 4.

maybe put it into a fraction? 30% would be 30/100, reduced 3/10,
so 3 out of 10 parts, 10 parts minus the 3 would be seven parts, so you get 3:7? just guessing, but it makes sense to me.
the other peoples answers are giving too many parts. 1:4 would actually be a total of 5 parts.

if your percent is 75 than it would be 75:100which would simplify to 3:4. so your percent would be it :100.
: can mean "out of"
